Expenses Guidance Information
Paragraph 3 of Schedule 1 to the Police Reform and Social Responsibility Act 2011 (the 2011 Act) provides that a Police and Crime Commissioner (PCC) and his Deputy (DPCC) are to be paid authorised allowances. Authorised allowances reimburse expenses incurred in carrying out the PCC and DPCC’s duties. Allowances may be paid in respect of:
- Travel Expenses
- Subsistence Expenses
- Exceptional Expenses
The Elected Local Policing Bodies (Specified Information) Order 2011
In accordance with Paragraph 1(d) of the above 2011 Order, information has to be published about allowances paid to the PCC and in respect of expenses incurred.
Additionally under Paragraph 3(g) of the same Order, information must be published relating to all expenditure over £500.
Article 3 of the Amendment Order (August 2013) stated that where an elected local policy body pays for travel, accommodation or food and drink for its PCC with a value of £500 or less, and does so by purchasing the services or goods directly rather than reimbursing the PCC then this expenditure shall also be published.
In order to comply with the above all expenses relating to the PCC, whether reimbursed or paid directly, are published together under the heading of ‘Expenses’.
