The Committee provide independent assurance about the adequacy and effectiveness of the governance, risk, data quality, internal control and financial management arrangements of South Yorkshire Police and the Police and Crime Commissioner.

Steve Wragg, Chair

An IT professional for over 40 years providing and supporting solutions in the public and private sector. A Non-Executive Director since 2006 in a variety of settings. Chairman of Barnsley NHS Foundation Trust for 10 years, he now has a portfolio of Non-Executive and Trustee roles, Chairman of Barnsley Civic Enterprise, Non-Executive Director of Barnsley Premier Leisure, Primary Care Sheffield, White Woods Primary Care Multi Academy Trust, Weston Park Cancer Charity, and Chair of Governors of Darton Academy.

Cheryl Hobson

Cheryl is a CIPFA qualified accountant since 1991 with more than 25 years’ experience in senior leadership positions within Local Government, the NHS and private sector organisations.  She has worked as a Chief Finance Officer within the NHS and Director of Children’s Commissioning in Local Government.

Cheryl gained an MBA from the University of Hull in 2001 and has undertaken leadership development as part of her roles within Local Government and the NHS.

She is Vice Chair of a large Multi Academy Trust, chairs the Finance and Resources Committee and is a member of the Audit Committee.  Cheryl undertakes tutoring on post graduate qualifications in finance, business and leadership for the Healthcare Financial Management Association (HFMA). During 2020/21 she took on the role of Lay member for Audit and Conflicts of Interest at NHS Leeds CCG.

Tracy Watterson

Tracy began her career as a probation officer and has UK wide experience of the public sector having worked in central and local government, not for profit and non-departmental public bodies. Board level experience includes seven years as Chair of Trustee Management Committee at Sheffield Information Link and Member of the Board, Finance, Audit, Nominations and Remuneration Committees at Skills for Justice.  In an executive capacity, she recently held the Executive Director People and Business Support position at Social Work England. She has a track record of strategy development in a range of policy areas: children, young people and families, diversity, social work training and development, teacher training and school leadership and community safety.

Tracy is a qualified coach and mentor for the national Crossing Thresholds leadership development programme for women. She also volunteers for Alzheimer’s Research UK.

Liz Winders

Liz worked for 36 years in higher education, holding senior executive positions in professional services at universities in London, Oxford and Sheffield, retiring as Secretary and Registrar at Sheffield Hallam University in 2016.  Her portfolio covered corporate governance and planning, audit and assurance, legal services and compliance, risk management and student administration.

She then worked as a consultant specialising in higher education governance and regulation. Liz worked with the Higher Education Funding Council for England (HEFCE) on quality and assurance, the Office for Students (OfS) on regulatory review and with a range of individual institutions on their governance and Board effectiveness.

Liz has non-executive experience on trust boards and governance bodies in education and public services. These include: BPP University; 7 Hills Leisure Trust, which provided public facilities for sport, leisure and recreation in Sheffield; and a multi-academy trust in Sheffield.
